The barlines, tell us where one measure ends and the next begins so that we don't go: "1,2,3,4,5,6,7,8,9,10,11,12" and so on. Measures are "containers" that hold a certain number of beats. It's essentially telling you how much you can fit in one measure. The "numerator" (top number" says how many beats there are in a measure.
